First of all there is a truck spawning there BUT it doesnt spawn always... u need to try and try and try again until it spawns.. its a sandler btw and has beat up skin ofc and sometimes its red...

Second reason is that there is water near there.. now why that?? xd Well its because when CJ drownes he puts his left hand in the air... Proof:



There is a 3rd reason too but it doesnt meen that this is very imprtant it isnt important: The dock points exactly North...
