According to the GTA wiki, he was supposed to be in a mission where CJ takes him to Rehab.
He is one of the longest surviving Grove St. Members in the game.
But, like everything else good in SA, the programmers removed the missions and the skin from the main story line

Trivia: In the Games Files, in addition to the Big Bear model seen in the game, there is another model of Big Bear in the same clothes, but much fatter. It is unknown why this model is in the games files as it is never used in the game
